David Peloquin practices law at Ropes & Gray LLP, where he is a member of the firm’s health care group. He advises academic medical centers, life sciences companies, information technology companies, investors, and other organizations on a wide range of legal and regulatory issues related to clinical research, digital health, health care delivery, and data privacy. Drawing on extensive experience with laws and regulations governing research and health care activities, including the Common Rule, FDA regulations, HIPAA, GDPR, and state and federal health care laws, he provides practical guidance on the legal and regulatory challenges that arise across the evolving health care landscape.

David frequently writes and speaks on topics related to clinical research, health care law, and data privacy. He is a regular presenter at conferences and webinars of the American Health Law Association, the Association for the Accreditation of Human Research Protection Programs, the International Association of Privacy Professionals, and central and institution-specific institutional review boards. His publications have appeared in Science and the legal press. He regularly advises clients on emerging issues involving artificial intelligence in clinical research and clinical practice, genomics, and national security considerations affecting research activities. David also served as a Community Member of the Mass General Brigham Institutional Review Board.

David has worked with the MRCT Center since 2013. He has contributed to projects on data sharing, the return of research results to clinical trial participants, and the impact of the European Union’s General Data Protection Regulation (GDPR) on research. He has presented at the MRCT Center’s Research, Regulatory, and Development Roundtable (R3) on topics including GDPR, secondary uses of health data for clinical trial recruitment, legal and ethical issues that arise when organizations use their own employees or students as research participants, decentralized clinical trials, use of artificial intelligence in clinical research, conducting clinical research with Chinese entities, online tracking technologies, Certificates of Confidentiality, and Operation Trialblazer.

David received his undergraduate degree from Carleton College and his law degree from Yale Law School. He clerked for Judge Diana E. Murphy of the United States Court of Appeals for the Eighth Circuit. Before attending law school, David worked as a project manager for Epic Systems, a leading provider of electronic health record software.
